    The European Investment Bank - EIB is currently recruiting for the role of Transport Engineer

    The Transport Engineer will assist in EIB operations in Egypt and in the wider Near East region (notably Jordan, Lebanon, Palestine and Syria). He/she will work within multi-disciplinary teams on the preparation, appraisal, and implementation and monitoring of projects and technical consultancies in accordance with EIB procedures with a particular focus on the strengthening of economic resilience in the Southern Neighbourhood countries (see http://www.eib.org/about/global-cooperation/resilience-initiative.htm).

    Operating Network

    The Transport Engineer will be based in the EIB’s Regional Office in Cairo, will report to the Head of the Regional Transport Programmes’ Division in Luxembourg and work closely with relevant internal stakeholders, other professional staff of the Department, Lending Directorate, Advisory Services Department and other colleagues in the Cairo office. The duties will be performed in close cooperation with the EIB’s operational and technical departments concerned, including those based at the Headquarters in Luxembourg. Operational and technical guidance will be provided by the relevant PJ Economic Resilience Initiative (ERI) staff in Luxembourg. Administrative and institutional oversight will be provided by the EIB’s Regional Office in Cairo managed by its Head of Office.

    Under the supervision of the Luxembourg based “project team leaders”, the Transport Engineer will work across the whole project cycle, with a focus on implementation and monitoring, but also involvement in origination and structuring as well as project implementation advisory support. The successful candidate must be prepared to travel extensively within the Near East region.


    Duties and Responsibilities

    Your main responsibilities in this role include the following:

    • Analyse the technical, environmental and social as well as financial and economic aspects of project proposals with a view to developing business and early screening of projects;

    • Where appropriate, interact with project promoters, in close cooperation and with full involvement of the operational departments’ project teams at HQ and concerned local staff;

    • Advise and follow up on procurement processes;

    • Monitor project implementation as necessary;

    • Assist in the management of Technical Assistance operations involving the services of external consultants;

    • Follow and support the development of the transport sector in the Near East and prepare briefings on key issues and strategic developments relevant for the Bank;

    • Where required and in full coordination with the Head of Office, build relations in relevant area of expertise with key external parties (e.g. international financing institutions, government representatives, local authorities, other institutions, etc);

    • Where required and in full coordination with the Head of Office/HQ, represent the EIB at events, for example regular sector meetings, conferences or meetings with International Financial Institutions (IFIs);

    • Provide input to monitoring reports, project completion reports and project briefings to management;

    • Provide input to the preparation of sector related presentations for the Head and/or staff of the Cairo Office;

    • Participate in the general activities of the Cairo Office, including internal meetings


    Job Requirements

    • Degree (Masters level or above) in Engineering or Economics in relevant fields for the type of projects concerned in this post;

    • At least 8 years of experience with planning and implementation of transport projects and policy;

    • Multi-country working experience in particular in the Southern Neighbourhood region would be an advantage;

    • Experience with evaluating proposals to finance projects;

    • Familiarity with the work of International Financial Institutions would be a strong advantage;

    • Experience with transport-related promoters in Egypt;

    • Excellent knowledge of English. Knowledge of French will be considered advantageous;

    • Excellent knowledge of Arabic;

    • Solid IT (standard Office tools, particularly Word, Excel, PowerPoint) and writing skills.
