    The British Embassy Abu Dhabi has a vacancy for a Post Security Manager (PSM) to start on 31 January 2019 or as soon as possible.

    The jobholder will be responsible for implementing the Standard Operating Procedures to deliver a safe and secure working environment for the Abu Dhabi Embassy, updating and amending according to threat levels.

    Duties and Responsibilities

    Your main responsibilities in this role include the following:

    • Security Management - Responsible for assisting in security management at Post in accordance with Foreign & Commonwealth Office (FCO) guidance. Ensuring that policies and procedures are current and correctly maintained. Working as a local asset in support of the Post Security Officer (PSO)/ Regional Overseas Security Manager (ROSM)/ Deputy Security Officer (DPSO). Conduct security briefings and issue staff access passes to all new staff and to develop, review, and distribute Post Security Regulations. Ensure that physical and electronic security counter measures are well maintained and that Electronic Access Control and CCTV Systems are maintained and managed appropriately. Control the pool of staff radios, issue radios to staff as required, and ensure that radios are tested. Participate in meetings of the Post Housing Committee and provide security views as appropriate. Visit and produce security reports for all new UK-based accommodations when they are being considered for staff occupation. Lead on all security matters dealing with Embassy crisis planning, participate in all drills and live scenarios and ensure that all security aspects of the Embassy crisis plan remain current.

    • Personnel Security - Assume full responsibility for implementing and maintaining all aspects of Locally Engaged (LE) staff vetting in accordance with FCO guidance. Ensuring that LE staff are at the correct level of security clearance for their roles and that reviews are carried out in a timely manner. Act as the local point of contact between the Estates & Security Directorate (ESD), Personnel Security Team (PST), and the Embassy. Conduct security interviews of all LE staff requiring additional security clearances and brief the Post Security Committee (PSC) on all new LE members of staff and their clearance levels. Maintain the paper and electronic staff security files and ensure that the current data protection act requirements are met with regards to personal data.

    • Post Security Committee - Act as Secretariat for the Post Security Committee (PSC). Ensure that membership of the PSC remains current; maintain a PSC diary and organise diary dates and conference room bookings; provide the Post Security Officer with an agenda in advance of meetings; ensure that committee minutes are taken and recorded in a timely and accurate manner; and monitor any action points resulting from the meeting. Produce an agenda in advance of a PSC meeting and finalise (with PSO agreement) a set of minutes from each PSC. Further circulate all minutes to the members of the PSC and also ensure that minutes are circulated separately to the ESD Desk Officer.

    • Project Management - Act as the local point of contact for security projects authorised by London once the work has started. Introduce and oversee any local security projects under the guidance of the ROSM. Lead on ongoing projects which have been introduced by the previous incumbent. Liaise with security contractors and service providers in ensuring that the correct standards are being implemented and maintained.

    • Security Education and Training - Responsible for the security briefing of all staff within five days of arrival at post and for ensuring that staff are correctly briefed throughout their posting on any security related matters that may arise. Responsible for weekly alarm tests and implementing the security drills for various emergency scenarios.

    • Liaison - Meet and consult with security colleagues from other diplomatic missions and host nation departments, including law enforcement, on a local basis. Network with other security professionals and interested parties in order to obtain accurate and timely information. Work with all sections of the Embassy to ensure that continuous passage of information that may impact upon the Embassy’s security.

    • VIP and Event Security - Work with the other sections within the Embassy and UK departments in arranging the smooth running of VIP visits. Provide a current security overview of Abu Dhabi and the UAE in general, should advance security teams for VIP visitors request an update. Arrange, plan, and assist in event security at the Embassy in liaison with other departments, this will involve some evening and weekend work. Responsible for arranging and ensuring that appropriate levels of security are maintained during all visits and events. Provide the security comments for Events Risk Assessment forms and ensure that additional guards, as necessary, are organised for covering larger events at the Ambassador’s Residence. To also be present, manage, and augment the additional guard cover for larger events being held at the Residence.

    • Resources Managed - Manage a contracted guard force including monitoring Key Performance Indicators (KPIs) and be pro-active in identifying and managing any contractual issues which may arise. Regularly liaise and meet with contractor senior management to ensure that all guard training, manning, licenses, and welfare requirements are managed effectively by the service provider.


    Job Requirements

    • Previous experience from serving in the military or police

    • Excellent oral and written communication skills in English

    • Excellent organisational skills, including the ability to manage several tasks simultaneously

    • Strong interpersonal and networking skills and the ability to work with a diverse range of people

    • Computer literacy in all Microsoft Office packages and accurate typing skills

    • Ability to cultivate and maintain a range of contacts at all levels

    • Already a resident of the UAE and able to travel overseas to receive training

    Desirable qualifications, skills and experience

    • Recognised security industry qualifications

    • Experience of security risk management

    • Membership of security industry professional bodies (ASIS, Security Institute)

    • Previous experience of working for HMG (Her Majesty’s Government)

    • Additional commercial security industry experience
